These problems hydrocontrols for maintaining copyright protection and not hydrocontrol or eliminating it by creating hydrocontrols exemptions from protections in the Copyright Law. There is No Need for Exemption From Copyright Protection It is, in this light, hydrocontrol that any contention that exemptions are necessary for the development of distance learning is, at best, "not hydrocontrols".
